They have left a loophole in the legislation which will pretty much negate it, If your waste contactor is collecting all your waste into one vehicle you should ask for a teep assessment to make sure that you aren’t liable and have shown a duty of care.
While these changes are a step in the right direction the biggest issue the uk faces in recycling wheelie bins contents is as follows;
In the UK, what you call a “subsidy” is a market-based financial credit called a
Packaging Recovery Note (PRN) for domestic recycling or a Packaging Export Recovery Note (PERN) for exports. These are not government grants, but tradable certificates that businesses must buy to meet their legal recycling obligations.
The answer depends on whether the waste is exported or processed domestically:
1. Exporting 1 Tonne (PERN)
The exporter typically receives payment for the full tonne.
PERNs are issued when the waste is exported to its end destination. Currently, there is a known industry “advantage” where exporters can issue credits on the full container weight without a physical audit of how much is lost during the overseas recycling process.

2. Domestic Recycling 1 Tonne (PRN)
The company only gets credit for the actual amount recycled.
UK reprocessors are strictly audited. They must subtract “non-target material” (contamination like plastic tape or food) and only issue PRNs for the final output (the actual recycled raw material).
If a UK company takes 1 tonne of cardboard but only produces 0.5 tonnes of recycled product due to contamination or process loss, they can only sell 0.5 tonnes worth of PRNs.

The PRN and PERN have the same value but the exporter is getting a much better deal with zero oversight. This is the mechanism that is encouraging bad actors to abuse the system and send very questionable recycling loads overseas to possible decay into the environment in some field and be rewarded more that the UK recycling firm.
